Partnering with Moov Energy means joining a network built on reliability, performance, and trusted expertise. Whether you are launching a new service station or looking to strengthen your existing business, we provide the support, infrastructure, and insight needed to succeed in the following services:

Market Research & Feasibility Study

  • Conduct a feasibility study to assess the demand for fuel, competition, traffic count, and profitability.
  • Choose a strategic location (main roads, urban developments, townships, or highways).

Business Plan & Funding

Develop a detailed business plan, including:

  • Start-up costs
  • Operational costs
  • Revenue projections
  • Staff requirements
  • Funding options:
    - Private capital
    - Bank loans
  • Fuel supplier/franchise agreements (e.g., Engen, Shell, BP, TotalEnergies)

Zoning & Land Use Approval

  • The chosen site must be zoned for commercial/retail use.
  • Apply for zoning approval or rezoning with the local municipality if needed.

Environmental Authorisation (EIA)

  • Conduct an Environmental Impact Assessment (EIA) as per NEMA (National Environmental Management Act).
  • Appoint an independent Environmental Assessment Practitioner (EAP).
  • Submit the Basic Assessment Report or full EIA to the Department of Forestry, Fisheries and the Environment (DFFE).
  • Public participation and comment process is required.

Licensing & Permits

You need to apply for several licenses:

  • Petroleum Products Site Licence (NERSA / DMRE)
    - Required under the Petroleum Products Act, 1977
    - Apply through the Department of Mineral Resources and Energy (DMRE)
    - Submit: Zoning certificate, Environmental authorisation, Lease or proof of land ownership, and Business plan
  • Petroleum Retail Licence
    - Also issued by DMRE
    - Required to sell fuel to the public

Business Registration

  • Register with CIPC (Companies and Intellectual Property Commission)
  • Get a tax clearance certificate from SARS

Fuel Supplier Agreement

  • Negotiate a supply contract or franchise deal with a licensed fuel wholesaler or brand (Astron - Moov). This often includes branding, infrastructure support, and fuel supply.

Infrastructure Development

Hire a professional service station developer/engineer to:

  • Design the layout
  • Build underground tanks
  • Install pumps and forecourts
  • Ensure compliance with SANS (SA National Standards) and fire regulations

Health, Safety & Fire Compliance

  • Install fire protection systems (extinguishers, spill kits, signage)
  • Get inspection and approval from the local fire department
  • Comply with Occupational Health and Safety Act (OHSA)

Employment & Training

  • Hire and train staff (cashiers, pump attendants, managers)
  • Ensure staff are trained in safety, customer service, and fuel handling

Operational Systems & Insurance

Set up:

  • Point-of-sale systems (POS)
  • CCTV and security
  • Accounting systems
  • Get appropriate insurance: public liability, asset, fire, theft
